Award Winners Recognized

At the 2026 Wisconsin Association of Fairs annual convention in January, Fair Volunteers were recognized for their efforts not only this past year, but for many years of dedicated service. Awards were recognized in the following categories:

  • Bob Williams Memorial Award was presented to Rusty Volk for his lifelong dedication to the fair industry.
  • Friend of the Fair is awarded to individuals who have gone above and beyond in supporting the Wisconsin Association of Fairs. Chrissy Gluege and Mark Weis.
  • Hall of Fame Award is awarded to fair board/county fair committee member based on 12 years or more of active service. Dale Ayers, Vilas County Fair; Bruce & Colleen (Coke) Scheider, Burnett County Fair; Scott Zirzow, Sauk County Fair; and Susan Grulich, Kenosha County Fair were recognized.
  • Outstanding Fair Person Award is awarded to fair board/county fair committee member being active 12 years or less. Kara McManus, Central WI State Fair; Heather Ripplinger, Washburn County Fair; Russ Cross, Lodi Ag Fair; and Jon Tanis, Walworth County Fair were recognized.
  • V. I.P. Award is awarded to an individual or couple (any two people) non-fair board member/non-committee member, with no specific length of service required. Sharon Schaefer, Central WI State Fair; Mary Cooley, Jackson County Fair; Kellie Zink, Sauk County Fair; and Richard Mace, Green Lake County Fair were recognized.
  • Volunteer Group Appreciation Award is awarded to a true volunteer group that receives no monetary compensation for the volunteer service. Only one overall winner selected unlike the other categories where one per district is awarded. This was awarded to the Jackson County Emergency Medical Service Assoc, Jackson County Fair, District 2.
  • Associate of the Year Award is awarded to recognize an outstanding business that has made a significant impact to WAF Members.This year we congratulate Badger State Tractor Pullers (PSTP) in recognition of their long-standing commitment to Wisconsin’s fair industry and the Fairest of the Fair Auction.


Bob Williams Memorial Award

There is one award that WAF considers the highest form of honor because it bears the name of Bob Williams. If you don’t know who Bob Williams was, he was the biggest advocate of fairs, agriculture, and education. He was also the best joke teller! When Bob passed away in November of 2016 we lost a passionate fair advocate. Fortunately we had already set up a Bob Williams award to recognize him, and now we recognize other deserving individuals in our industry with the Bob Williams Memorial Award.

BOB WILLIAMS MEMORIAL AWARD: RUSTY VOLK

Bob Williams was short—but mighty. Bob had a laugh you could hear across the fairgrounds, a story for every situation, and a presence that made people stop what they were doing and listen. When Bob talked, you leaned in. When Bob showed up, things got better. Through his work with DATCP, Bob traveled from fair to fair helping them become the very best versions of themselves. When we lost Bob, the void he left behind was enormous—so large that it has taken the entire fair community to begin filling it.

That is why the Bob Williams Memorial Award exists. It is not given lightly. It honors those who are, like Bob, larger than life—and yes, often short in stature but towering in impact. Which brings us, quite perfectly, to Rusty Volk.

Rusty has spent 18 years serving the fair industry with deep passion, boundless energy, and unwavering commitment—not only to the Northern Wisconsin State Fair, but to the Wisconsin Association of Fairs, IAFE, and fairs everywhere. He has been an advocate, a leader, a teacher, a sounding board, and, most importantly, a friend.

Many people say, “My door is always open.” Rusty’s truly is. Many people say, “Give me a call anytime.” People actually do call Rusty—and he always answers. Many people claim expertise. Rusty quietly "is" an expert—especially when it comes to legislation—and will be the first to say he’s “just trying to help.”

Rusty honors the history of fairs deeply, while always looking ahead. How can we improve our fairgrounds? How do we increase attendance? How do we support our staff and ensure they’re compensated for their hard work? How do we adapt, evolve, and still protect the heart of what makes fairs special? These are the questions Rusty lives every day.

As Executive Director of the Northern Wisconsin State Fair for more than 13 years, Rusty has been an enthusiastic leader and advocate not just locally, but statewide and internationally. He has served as a District Director with WAF, on the Legislative and Fairest of the Fairs Committees—where he proudly served as the “token man”—and on the IAFE Non-Fair Facilities Usage Committee.

During one of the most challenging periods our industry has ever faced, Rusty was instrumental in helping establish critical funding sources, including the SVOG Grant and Wisconsin Department of Administration Live Events and Tourism Capital Grants. He has pushed through meaningful legislation—from fire suppression regulations to increased state aid funding—always with the bigger picture in mind.

But Rusty’s legacy isn’t just found in policies passed or projects completed. It’s found in conversations. In mentorship. In the phone calls returned. In the advice freely given. In the beer shared at the end of a long fair day. In the way he makes people feel supported, valued, and part of something bigger. For his exceptional service. For his tireless dedication. For his humility, wisdom, and humor. For his unwavering friendship to the fair industry.

It is with immense pride, gratitude, and affection that we present the Bob Williams Memorial Award to Rusty Volk.

WI Friend of the Fairs Award

This award recognizes an important individual, group or business for it’s outstanding contributions to support the fair industry and the Wisconsin Association of Fairs. This contribution can be over several years or specifically the past year. The award winner(s) is chosen by the WAF Board of Directors.


FRIEND OF THE FAIR: CHRISSY GLUEGE

It is our honor to recognize Chrissy Gluege as a recipient of the Wisconsin Association of Fairs Friends of the Fair Award.

Chrissy is someone who truly thinks outside the box and has keen eye for opportunity and a heart full of dedication.Whenever Jayme needs anything—and we truly mean anything—especially on the legislative front, Chrissy is there. She makes the call, gathers the support materials, and shows up to testify. Her deep knowledge of the fair industry and her ability to clearly communicate the value of fairs always shines through.

Chrissy consistently steps up to assist with workshops at convention, never hesitating to lend her time and expertise.But most importantly, Chrissy is a WAF cheerleader 365 days a year. She brings a positive attitude, a genuine willingness to help whether it’s at WAF Convention, IAFE Convention, or at district meetings.She volunteers where needed, is enthusiastic and sociable, and is always willing to share ideas and knowledge to help fairs grow stronger.

Chrissy’s dedication, advocacy, and commitment is unwavering. She gives her time, her voice, and her heart to the fair industry, always showing up with passion and genuine care for the people and traditions she supports. We are incredibly grateful for all she does for WAF and for the fair industry as a whole.

FRIEND OF THE FAIR: MARK WEIS

The Friends of the Fair Award is given to individuals who may not always be in the spotlight, but whose dedication, generosity, and commitment strengthen fairs across Wisconsin in meaningful and lasting ways.

This year’s recipient is someone many of us rely on, sometimes without even realizing just how much he does until we need help right now.

Mark Weis is one of those people you’re always grateful to have when something needs to get done.

Every year at convention, Mark takes care of the layout and design of our name badges.Something that seems simple until you realize how important it is in helping us connect, network, and feel welcomed.

He’s also been Jayme’s go-to, last-minute computer guru—stepping in when technology doesn’t cooperate and calmly fixing problems behind the scenes so the rest of us never miss a beat.

Beyond convention logistics, Mark has gone above and beyond in one of the most impactful ways possible: helping fairs navigate the complex world of 501(c)(3) status. He volunteers his time to lead workshops at convention, meets one-on-one with fairs, answers questions long after sessions end, and has walked people through the process to apply for their fair. Because of Mark, many fairs are better positioned to grow, apply for grants, and secure their futures.

Mark’s knowledge of fair programs is extensive, but what truly sets him apart is his willingness to share that knowledge freely. He is dedicated not just to his local fair, but to the success of fairs across the entire state. He wants every fair, large or small, to excel in what they do, and he gives his time and expertise to make that happen.

Mark Weis embodies the true spirit of the Friends of the Fair Award: generosity, service, and an unwavering commitment to the fair industry.

Hall of Fame Awards

Hall of Fame Award: Awarded to a fair board/county fair committee member (or couple) based on 12 years or more of active service.

District 1, Dale Ayers, Vilas County Fair

Dale Ayers of Eagle River was Elected to the Vilas County Fair Board in 1983. Dale began his journey as a youth exhibitor in 4-H and moved on to open class photography.

A detached retina caused him to lose his “Good Eye” for photography. This happened about the time he was unable to purchase film for his 35mm camera as cameras turned digital. His last entry, however, earned him a Best of Show.

Dale grew up in a fair family as his father was the fair board president and his mother the secretary, both for 35 years.

With his strong work ethic, Dale helps wherever needed. If someone needs assistance, Dale is there even if it is not in his job description.

Dale values the true experience of a county fair and wants every fair to be the best it can be for all to enjoy. At the state level he has served on the Awards and Resolutions committee since 2022.

Dale credits his wife and family, and fair board family for his successes. Without their support he would not have come this far.

His dedication to both his community of Eagle River and to the Vilas County Fair has earned Dale Ayers the Hall of Fame Award.

District 2, Bruce and Coke Scheider, Burnett County Ag Society Fair

In 1977, Bruce and Coke were married after a courtship that began at the Burnett County Agricultural Society Fair. Both of their parents were heavily involved with the fair and so it was only natural that Bruce and Coke become superintendents the following year.

Bruce, who is currently president of the board, began that leadership role in 1980. He has served as a director, vice president and for most of those years as president. For the past 13 years Coke has served as Secretary.

From 1988-2019 they owned and operated a family restaurant all the while raising a family and running the fair. Their skills were put to good use as they were instrumental in the construction of 2 new buildings for concessions. For many years, Bruce has been the lead contact for the Demolition Derby, which is a fair tradition. From ordering porta potties, ribbons and trophies to finding superintendents, entertainment and vendors, there isn't a part of the fair that this duo doesn't play a part in. With Coke's green thumb, she designs and plants the planters that welcome fairgoers.

Constantly searching for new ideas, they attend District 2 meetings and have attended WAF State Conventions. For 47 years Coke and Bruce have been the life thread of the Burnett County Agricultural Society Fair.

District 3, Scott Zirzow, Sauk County Fair

For more than 40 years, Scott has been a part of the Sauk County Fair, starting as a youth during his dad's employment with the fair. After years of volunteering, Scott joined the board serving as Director, Vice-President, and currently is the President.

From garbage duty to building shelves, mowing the grounds to cleaning the restrooms, committee meetings, board meetings, and community meetings, Scott does it all.His dedication, attitude, work ethic and love of the fair have made a lasting impact on our fair, fairgoers, exhibitors, board, committees and the community our fair serves.

Scott doesn’t give up on anyone. Without hesitation he listens, gives advice and strengthens their ability to believe in themselves as they grow and soar in their service to the fair. Scott is well-known in the fair world and our community. His extreme passion and love for all things fair include enjoyable moments as fairgoers encounter the carnival, food, and entertainment. He loves watching exhibitors achieve a sense of accomplishment through exhibiting at the fair. He willingly takes on dirty jobs, late hours, meetings along with tough conversations and game time decisions. His commitment to the Sauk County Fair has earned him the Hall of Fame Award.

District 4, Susan Grulich, Kenosha County Fair

Sue Grulich has been deeply involved with the Kenosha County Fair dating back prior to her 50 years as an adult. She started her journey as a 4-Her herself and upon graduating, she jumped into being a Superintendent to multiple Junior Fair Departments.

As she got more involved, she joined the board of 21 directors and has been on the board for over 30 years. She has served both as a general director and as an executive board member. Sue has also taken on the leadership role for the Junior Fair exhibit buildings and oversees the superintendents in those areas.

Outside of fair week, Sue steps up to help with various association events. Taking tickets, selling food, assisting with traffic flow are just a few of the areas that you will find her. She works with the 4-H council on various aspects and is a liaison between the fair and the council.

She is someone that truly puts her heart and soul into the Kenosha County Fair Association and we appreciate her commitment to our organization and the kids involved.

Outstanding Fair Person Awards

Outstanding Fair Person Award: Awarded to a fair board/county fair committee member being active 12 years or less

District 1, Kara McManus, Central Wisconsin State Fair

Kara's passion for the Central Wisconsin State Fair began at a young age, exhibiting many animals in the livestock area.

For the past eight years, Kara has served on the fair board, including the position of Vice President. During this time, she has attended conventions and Zone 4 meetings.

This year, Kara introduced an exciting idea called "Can-Do Fair Day." This was held on the opening day of the fair and offered free admission to fairgoers who brought in two non-perishable food items. Thanks to Kara's leadership and the generosity of our community, over 2,000 food items were collected and distributed to local food pantries throughout Wood County. Kara is already brainstorming ways to build on this success and make it even better for future years.

Throughout the fair and non-fair events, Kara can be found lending a hand wherever it's needed and is always ready to step up and support. Her involvement with the Central Wisconsin State Fair goes well beyond fair week. She plays an active role in board meetings throughout the year and is always on the lookout for new ideas. Her dedication and creative thinking have made a meaningful impact.

District 2, Heather Ripplinger, Washburn County Fair

Heather Ripplinger has served the Washburn County Fair for 12 years and puts her energy into fair committee work and 4-H. The woodworking building needed a face lift and a superintendent, and the Ripplinger Family championed the challenge bringing in painting equipment and manpower to do the job. Heather brought the Woodworking building to life with her hours of planning and displaying of all the items within. She even created contests to entice youth and open class exhibitors.

Heather and family constructed a life size tree house assembled on a tree to be used as part of our theme decorations. She and her husband Dan initiated both the "Classic Car Show" and the "Drive Your Tractor to the Fair," day. Both events have grown and now have sponsors of their own.

Heather drew up plans to reshape our fair landscape, allowing for better utilization of space especially in our vender area. Seeing a need, she created an infant care station and made it comfortable by bringing furniture from home. She even placed a corn pit nearby for young families to enjoy. Her heart felt thinking and helping hands have earned her the Outstanding Fair Person Award.

District 3, Russ Cross, Lodi Ag Fair

When Russ Cross joined the Lodi Fair Board, he brought his skills of large building construction and knowledge of livestock needs. He also saw potential for the new barns to pay for themselves by renting them out for boat storage in the off-season.

Russ has an eye for visual improvements and focuses on easy upkeep, while on a tight Fair budget. He spends hours planning, recruiting help and completing jobs often in his spare time and with his own equipment. Russ cares about neatness and safety of the barns, the exhibitors, their animals and our visitors.

When we needed a nice backdrop for photos, Russ and his crew brought in not 1 but 2 old barn walls, one for inside and one for outside pictures.

New hog pens and a showring were needed, Russ, again, was there calculating for the extra space for more exhibitors and hogs. His big score was finding a used stainless-steel, portable show ring, so we never have to paint it again!

After the show and Meat Sale are completed, Russ has a crew of fair kids clean the area to make room for the Barn Dance with a live band. It has become a highlight for the exhibitors, parents and even the hogs appreciate good Blue Grass or Country tunes to relax to.

District 4: Jon Tanis, Walworth County Fair

Jon Tanis is a valued member of the Walworth County Fair Board.He is the first to step in when something needs fixing and the last to leave when work must be done. He brings both energy and laughter to any project.

Jon has contributed to projects, and behind-the-scenes efforts that improve the fair experience for thousands of guests each year. In 2022 he Built and donated a She Shed that was raffled off with all proceeds benefiting Barnyard Adventure, an educational program for families and youth.

He donated an extraordinary $5,000.00 prize to inspire participation and creativity among young exhibitors in the 2023 Bird House Build-Off. In 2024 he was instrumental in bringing sensory-friendly carnival hours, making the fair more inclusive and welcoming.

Jon donates countless hours maintaining the fairgrounds and serving in the FFA Food Booth. When heavy rains shut down Ribfest, Jon was there hauling in tons of fill so the grounds could safely reopen.

He is not afraid to be the highest bidder at the Pies in the Park Auction just to feed his LOVE of pie. He motivates and inspires youth to take part in agriculture and creative projects.

If you are looking for Jon, good luck because he is everywhere doing everything but tonight, he is here receiving the Outstanding Fair Person Award.

V.I.P. Awards

V. I. P. Award: Awarded to an individual or couple (any two people) non-fair board member/non-committee member, no specific length of service required.

District 1, Sharon Schaefer, Central Wisconsin State Fair

Sharon has been a valued part of the Central Wisconsin State Fair for 40 years. Always full of fresh ideas, she is constantly looking for new ways to engage fairgoers and increase community participation.

Sharon started the Wonders of Wisconsin exhibit, which showcases the unique features that make our state so special. Her passion and creativity brings valuable information to fairgoers about all things Wisconsin. A new theme each year keeps the exhibit fresh and exciting. No matter what the topic, Sharon makes sure there is always something new and meaningful for everyone to learn. Sharon was also instrumental in creating the Snack Shack, where fairgoers could sample delicious, locally made Wisconsin products. This year, she launched the Tallest and Ugliest Weed contests, which drew in over 40 entries.

Sharon is a strong supporter of our Fairest of the Fair Program. In 2024, she helped organize our first Fairest Reunion Day, which brought former Central Wisconsin State Fair Fairests together for a day of fun and reconnection.

Sharon's passion and willingness to take on new challenges, transforming ideas into engaging and memorable experiences, have earned her the VIP Award.

District 2, Mary Cooley, Jackson County Fair

For 36 years, Mary Cooley has, and continues to be, a pillar of dedication, leadership, and service as the Antiques Superintendent at the Jackson County Fair. As superintendent, Mary goes far beyond overseeing exhibits. Her efforts ensure that the antiques are not only appreciated as artifacts but also understood as valuable connections to the stories and traditions that have shaped Jackson County and beyond.

Mary is a quiet yet powerful leader. She has mentored a team of ten volunteers, welcomed exhibitors with warmth, and cultivated a space where history is celebrated and honored. Through her guidance, the Antiques Department has grown into the fair's largest department featuring over 1,000 exhibits by 62 exhibitors.

After each fair, new exhibitors receive a handwritten thank-you note from Mary, expressing her gratitude for their participation and excitement at having them join the antiques department.

Every exhibitor also receives a Christmas card reminding them of the upcoming fair book, with changes, as she invites them to exhibit again.

Mary has not only preserved the past but inspired the future by providing a substantial financial gift that allowed the fair to remodel the entire Antique Building.

Mary's tireless commitment has strengthened the Jackson County Fair and enriched the lives of all who exhibit and attend.

District 3, Kellie Zink, Sauk County Fair

For over 40 years, the Sauk County fair has benefited from Kellie Zink's skills, dedication and passion. Our boards, superintendents, parents, exhibitors and each of our fair patrons have grown from her contributions. In the 80's, she volunteered within the fair's horse department, and then, for 20 years, became the Superintendent. She developed a program that led countless youth to become better horsemen.

Kellie retired after dedicating over 15 years of time and service as a secretary and then treasurer to the board. She continued to volunteer at the fair, assisting in the office, ticket booth, grandstand, or anywhere help was needed.

Her passion for coaching youth and sharing her knowledge led her to return as a horse project leader. Kellie's patience and ability to connect has helped many exhibitors grow and improve.

Over the past year, Kellie's volunteerism was called upon to assist the board in the transition of a new treasurer. Her guidance, for the new officer and the board, has resulted in a stronger financial understanding and direction for the fair. She is valued for her knowledge and willingness to give of her time and energy. Always with a smile, she builds confidence with kindness and a steady demeanor and has made the Sauk County Fair a better place for each of us.

District 4, Richard Mace, Green Lake County

Every fair has that person who works tirelessly behind the scenes to make it all happen. Chumly is that person for the Green Lake County Fair. He would never ask for recognition or an award, but no one is more deserving.

Chumly has been with the fair for nearly five decades, becoming a Junior Beef Leader in 4-H in 1978 and continuing to serve as beef superintendent ever since. Under his guidance, the beef barn has outgrown its space - from just 13 steers, and 4 llamas to now over 50 head of cattle.

He was instrumental in forming the Green Lake County Livestock Council, which oversees the fair auction. He has served in leadership roles there and on the Green Lake County Fair Youth Exhibit Committee. He lines up auctioneers, coordinates with bank staff and truckers, sets up the sound system, finds arena help, and ensures the auction runs seamlessly. For years he has served as the auction emcee, bringing humor and energy that keeps buyers engaged. Year-round, he visits businesses encouraging them to support the youth exhibitors.

Chumly leads by example and his dedication is unmatched. Even on the day of his knee replacement surgery, he made it to the fair to help sell steers. He has built lifelong friendships with youth and families across generations.

Volunteer Group Appreciation Award

Awarded the Volunteer Group Appreciation Award from District 2 is the Jackson County Emergency Medical Services Association

For decades, the Jackson County Emergency Medical Services (EMS) Association has provided a first-aid tent and services throughout the fair. The Jackson County EMS Association is made up of the First Responder Departments from County Line, Hixton, Melrose, Taylor, and the Black River Falls Ambulance Service.

Every day of the fair, First Responder volunteers sit outside of the fair office in a pop-up tent, ready at any minute to respond to a medical emergency. The Members have responded to everything from bee stings, heat related issues, to even life-threatening cardiac issues. The Jackson County EMS members also make it a priority to be visible throughout the fair. You will see First Responder volunteers walking the fairgrounds making their presence known. Many fairgoers have stated that they sincerely appreciate having medical staff on site. In May at the Fair Kick-off Fundraiser this group again, can be found supporting the fair.

The Jackson County Fair is so grateful for these volunteers who give of their time, their medical expertise and training. When issues occur (and they do) the response time is within seconds instead of several minutes.

Associate Member Hall of Fame Award

ASSOCIATE OF THE YEAR: BADGER STATE TRACTOR PULLERS

The Wisconsin Association of Fairs Associate of the Year is to recognize an outstanding business that has made a significant impact to WAF Members.This year we congratulate Badger State Tractor Pullers (PSTP) in recognition of their long-standing commitment to Wisconsin’s fair industry and the Fairest of the Fair Auction.

Established in 1974 as a small tractor pulling club in southern Wisconsin, BSTP has grown into a premier organization with a national reputation. Today, many BSTP pulling vehicles are considered top contenders across the country. The organization offers 16 different pulling classes and provides high-quality grandstand entertainment at eight county fairs during our fair season in Wisconsin, along with other events throughout Wisconsin, Illinois, and Iowa, and even winter indoor pulls in Kentucky and Illinois.

Beyond the track, BSTP continues to demonstrate its dedication to fairs by consistently supporting the Fairest of the Fair Auction at convention through active bidding and purchasing. Their generosity during the convention and their involvement at our fairs play a meaningful role in supporting our fair traditions.

We extend our sincere thanks to Badger State Tractor Pullers for all they do to support our fairs and our industry. Their ongoing commitment and generosity are truly appreciated.
